IDOT NEWSFLASH (January 8, 2008): CHANGES TO RAILROAD "RIGHT OF ENTRY" REQUIREMENTS
The Department has received the following
information from the CN Railroad regarding a change to its Right of Entry
requirements.  While we have not heard from other Class 1 Railroads, at this
time it appears some of these changes may apply to them as well.

For all IDOT and ICC contracts in the future
starting immediately,

Whoever you select to be a IDOT contractor
working on CN property will need a Right of Entry, meet all insurance
requirements, and be registered on erailsafe.com and contractororientation.com.

All these items are covered in the Right of Entry
and its special provisions. The insurance they get for the State will cover the
insurance for the Right of Entry. The additional costs will be $750 for Right of
Entry application fees to the railroad. I do not know what the fees are for
erailsafe.com and contractororientation.com, however, a responsible bidder
should be able to find out prior to submitting a bid.

I am submitting this as when the contractor
calls I am going to ask if he has the above in place prior to coming on the
property

Please call with your questions.
